Shavkat Mirziyoyev instructed to accelerate the implementation of large investment projects in the chemical industry

President Shavkat Mirziyoyev got acquainted with the presentation on the progress of work on the implementation of major investment projects and the launch of new production facilities in the chemical industry,reportspress service of the head of state.

At the event, held in a critical spirit, it was noted that the industry needs a new system of strategic planning and development, based on the principle of “goal - action - result”.

In this regard, it was instructed to establish specific indicators for increasing the volume of chemical production, commissioning new capacities and expanding export potential.

Thus, the task was set to increase the export of industry products to $720 million. The need was emphasized to increase the production of nitrogen fertilizers to 1 million 120 thousand tons, phosphate fertilizers to 135 thousand tons and potash fertilizers to 222 thousand tons to ensure the harvest volumes planned in agriculture.

This year, as part of the implementation of 133 projects worth $9.5 billion, the industry and regions plan to attract $2.5 billion in investments. As part of 24 strategic projects at chemical industry enterprises and in the regions, it is planned to absorb $1.3 billion in investments and launch seven new production facilities.

The progress of implementation of projects to expand production at the Kungrad soda plant, launch the production of mineral fertilizers at the Samarkandkimyo enterprise, as well as increase the capacity of the Dekhkanabad potash plant was critically examined. An unacceptable delay in deadlines is indicated. Responsible persons have been instructed, together with investors, to ensure the accelerated completion of these projects, the statement says.

Attention was also paid to the processing of industrial phosphorus gypsum waste accumulated during the activities of the Ammophos-Maxam enterprise. The need to effectively use the opportunities to produce additional products from them, including sulfuric acid, was emphasized.


In addition, issues of forming a modern scientific and technological infrastructure for the strategic development of the chemical industry were considered.

The President was informed about plans to create a chemical technology innovation center in cooperation with leading South Korean companies. The center will specialize in scientific research in areas such as gas and coal chemistry, advanced chemical analysis, sorbents, catalysts, nano- and composite materials, and will become the only research institute of this profile in Central Asia.

The presentation also provided information on the progress of projects to organize the production of solvents, dry cyanides, caustic soda, silicone and mineral fertilizers, modernization of capacities for the production of ammonia, urea and ammonium nitrate at the Ferganaazot enterprise, the production of ammonium nitrates at Navoiyazot, the production of household chemicals in the Tashkent region, as well as the production of a new type tires at the First Rubber Plant.

Plans to improve the efficiency of project management at the Uzkimyosanoat joint stock company were reviewed.

The company and its member enterprises have implemented an ERP system integrated with the databases of 21 ministries and departments, purchasing operators, as well as 16 information systems combined into a single digital platform. It is planned to gradually introduce artificial intelligence technologies into the processes of analysis and forecasting of financial condition, as well as predicting the need for mineral fertilizers. In addition, it is planned to cover all stages of the movement of mineral fertilizers with digital supervision - from the enterprise to farmers.

The task has been set, together with the Accounts Chamber, to reduce the cost of chemical industry products by 10-15% by reducing energy costs and costs of raw materials, and digitalization measures.

The head of state gave instructions to responsible persons to accelerate the implementation of large investment projects in the chemical industry, promptly resolve problematic issues and commission new production facilities on time.
